THE FINAL hours of the UN climate-change summit in Copenhagen proved to be an inelegant diplomatic shambles. But the December conference may still come to be regarded as a worthwhile step in the fight to mitigate climate change, paving the way for a more meaningful global agreement and fostering domestic initiatives.
