Venezuela’s central bank this month issued a directive ordering all stateowned entities to immediately repatriate hard currency held overseas. The list includes state-owned oil firm PdV, which generates up to 97pc of the country’s annual hard currency revenues. In practice PdV would need to maintain some funds abroad to pay for routine imports of oil products, such as heavy naphtha, and equipment for its oil and gas operations.
