You wait a decade for new upstream opportunities in Russia, and then two come along at once. Russia’s tight oil prospects are offering foreign oil firms the opportunity for partnerships to match state-controlled oil firm Rosneft’s arctic exploration deals of 2011-12. Tight oil could prove an even better fit than the offshore, offering the potential for faster development. But it brings its own set of risks.
