Arce takes the helm

Colombian president Juan Manuel Santos has named economist German Arce Zapata as the country’s new energy minister. He will replace Maria Lorena Gutierrez, who has held the post on an interim basis since Tomas Gonzalez resigned early last month amid a power supply crisis. Arce, who was previously president of domestic oil regulator ANH and deputy finance minister, takes over at a difficult time. Colombian crude output fell to 916,000 b/d last month, down by 10pc from a year earlier, as lower prices prompt companies to suspend some production.
