Newly re-elected East Timor prime minister Xanana Gusmao has reasserted that Australian independent Woodside Petroleum must build an onshore gas process- ing plant for its Sunrise LNG project. Gusmao’s ultimatum sets the stage for tense discussions between Australia and East Timor before a crucial deadline. If a development plan for Sunrise is not agreed by Canberra and Dili by February, either country can unilaterally cancel most of the provisions in the Certain Maritime Arrange- ments in the Timor Sea (CMATS) treaty.
