Halibut longliners came away from a brawl of an October meeting in Anchorage feeling pretty good about the North Pacific Fishery Management Council's latest plan to settle the long feud with Alaska's growing charter boat fleet. But nobody was poppingchampagne corks. The reason was the evident displeasure among charter boat captains, who have lawyers and who remain unwilling to play second fiddle to commercial fishermen when it comes to dicing up the halibut.
