Council recommends medical transfer, quota ownership changes for halibut, sablefish

Longliners who fall ill and cant fish their halibut and sable-fish quotas might soon be allowed to temporarily hand over the quotas to someone else to fish. The emergency medical transfer provision is among a package of reforms the North Pacific Fishery Management Council recommended in December for the halibut and sablefish Individual Fishing Quota (IFQ) program.
