In the past 10 years, U.S. fisheries have changed dramatically in how they are managed and conducted. Since 2001, federal and international regional fisheries management organizations have had a growing influence. This influence increasingly has strained fishermen, processors, and local ports. NGOs with large funding bases have increasing influence over managers and regulators. The NGOs attend most forums, lobby Congress, and use legal pressure to promote their agenda. Aging: The U.S. fleet and its fishermen are aging, and very few younger people are entering the business.
