At 14:46 on March 11, 2011, Japan was rocked by the Great East Japan Earthquake with its epicenter located off the coast of Mi-yagi Prefecture. The great tsunamis caused by this earthquake wreaked serious devastation over a wide area along the Pacific coast, ranging from Hokkaido and Tohoku to Kan-to. In spite of the fact that the quake occurred during the daytime and that there was a comparatively long time to escape before the first tsunami arrived, the initial delay in evacuation procedures due to confusion caused by the earthquake itself, normalcy bias, and poor communications resulted in an increase in the number of tsunami victims.
