This was particularly true in Christchurch, where there had not been a significant need for data to be shared between central and local government, and the private sector. However, the earthquakes dramatically changed the landscape of open data and data sharing. Following the February earthquake, in particular, there was an immediate need for the private and public sectors to work together - to save lives, urgently assess damaged infrastructure, and support the people of Canterbury. In the immediate earthquake response, the boundaries between organisations dissolved, as leading edge approaches to collecting and sharing spatial data became accepted practice. Spatial professionals were given explicit permission to innovate.
