With rising asphalt prices, estimating and budgeting for pavement construction projects these days is almost impossible. To make matters worse, refiners are producing more gasoline and diesel from a barrel of oil, reducing the supply of oil for asphalt. Coupled with the fixed budgets of most road and street maintenance departments, soaring asphalt prices have reduced the number of deteriorating roads and streets that can be repaired. There is a bright spot, however. A process called full-depth reclamation or FDR reduces the amount of asphalt required to rebuild roads and streets. By using cement to recycle the old asphalt pavement into a stabilized base, only a thin riding surface of asphalt is required.
