This summer, the Car Allowance Rebate System-better known as "Cash for Gunkers'"-hit a nerve with the car-buying public, stimulating the sales of an estimated 700,000 vehicles and draining the fund's 3 billion dollars in just a few weeks. Under CARS, consumers whose trade-in vehicles met specific criteria received a 3,500 dollars or 4,500 dollars credit toward the purchase or lease of a new, more fuel-efficient vehicle from a participating dealer. Dealers had to make the trade-in vehicles inoperable and get certification that the vehicles would be crushed or shredded. When the program launched in late July, some ISRI members found themselves deep in automobiles. The initial response surprised Gregg Marcucci, SA Recycling's (Anaheim, Calif.) vehicle acquisitions manager. "I didn't believe that this orogram was qoina to take off," he says.
