To most people, the term flow control suggests valves restricting the movement of liquid; when we in the scrap industry hear the term, we react with great passion because it means something quite different. In our industry, flow control typically refers to a local government's legislative or regulatory mandate directing all solid waste and recyclable materials to a designated facility. A variation on this theme is the exclusive franchise that some governments grant for the hauling of solid waste and recyclables within their borders.
