The U.S. is revitalizing its initiative to equip troops with high-tech rifle scopes or other means for directly identifying friendly forces, a move that, if successful, would culminate eight years of industry lobbying and complaints by commanders about the lack of such a combat identification system. As long ago as 2003, then-Marine Corps Lt. Gen. James T. Conway decried poor combat identification as "the biggest disappointment of the war" in Iraq. The issue surfaced again in Afghanistan after former NFL star Cpl. Pat Tillman died in 2004 by shots fired from fellow Rangers.
