Coping with clutter

The worst days of the Iraq war in 2006 brought an epiphany to an unlikely corner of the U.S. military: the Navy's Pacific Command. Near-shore waters teeming with fishing boats, cargo ships and foreign navies suddenly looked like downtown Baghdad, where insurgents were living and hiding among civilians. The command feared that in a new chapter of today's wars, the enemy could try the maritime equivalent of that strategy.
