The promote licences were introduced by the UK Department of Trade and Industry (DTI) to stimulate activity in the UKCS and attract new niche players to the North Sea.The DTI anticipated that many of the smaller companies would farm-out blocks with the aim of bringing in a partner and obtaining a carry through any subsequent work programme.
