OSHA seems to be nearing resolution of an enduring and thorny workplace issue-finalizing a 1999 rulemaking on employer-paid personal protective equipment for workers.The agency has addressed the use of PPE to protect workers through a voluminous archive of standards,interpretation letters,directives,public comments and preambles to rules.PPE use is rooted in the essence of the Occupational Safely and Health Act of 1970.The act,which brought OSHA to life,states that employers are duty-bound to furnish workers"a place of employment...free from recognized hazards that are causing or are likely to cause death or serious physical harm."
