The Pipeline and Hazardous Materials Safety Administration published a notice in the May 7 Federal Register, reopening the comment period until further notice. In 2006, the National Association of State Fire Marshals requested a rulemaking giving "hazardous materials" designation to polyurethane foam and certain products containing polyurethane foam when transported in commerce.
