It is shown than the Raman scattering tensor can be represented in the form of a sum of a matrix element of the Rayleigh scattering tensor for a molecule with fixed nuclei and correction terms whose inclusion makes it possible to describe the effects associated with an asymmetry of the Raman scattering tensor and calculate intensities of Raman lines in a wide range of frequencies of exciting light, including the near-resonance region. The matrix element of the Rayleigh scattering tensor was found to include both the Herzberg-Teller and the Franck-Condon terms of the Rayleigh scattering tensor, which have substantially different dependences on the frequency of exciting light. We managed to separate out in this matrix element a static part, which is determined by the polarizability tensor of a molecule, and series rapidly converging in excited electronic states and describing the dependences of the Herzberg-Teller and the Franck-Condon terms of the Rayleigh scattering tensor on the frequency of the incident light.
