Marwan Masri,the Canadian Energy Research Institute's newly appointed president,brings to his position a rare perspective-that of a front-line official at the California Energy Commission during that state's electricity crisis.Masri spent 29 years with the Commission,a government body whose officers endured trial by fury during the rolling blackouts of 1999-2000.At the time,Californians' electricity bills were skyrocketing,and residents of the Golden State heaped blame for the crisis on their state government.Masri led the one department,the Renewable Energy Program,that weathered the storm unscathed."It was the only part of the ship that was still working when that ship went down,"the 62-year-old,Haifa-born economist told Oilweek.
