Conspiracy theorists might think there's something up between Ottawa and some oil companies, each of which may owe Newfoundland and Labrador the same amount of money-$1.6 billion. Upon reflection, however, coincidence replaces conspiracy. That hasn't stopped Newfoundland and Labrador Premier Danny Williams from painting Prime Minister Stephen Harper as a poor loser colluding with federal cabinet colleagues to soften the Rock's solid economy.
