Ever since drilling began off the coast of Newfoundland more than 40 years ago,the people of that province have harboured the dream that the oil beneath the ocean floor would make them rich.The first half of that dream vision has been met:Hibernia has been producing oil from an 800-million-barrel storehouse since the late 1990s,(Terra Nova and White Rose for less time),and the development of Hebron's heavy crude holds promise to keep the dream alive.
