Carter: Energy Reform Must be Top Priority

Former President Jimmy Carter said comprehensive energy reform should be the top priority for the US because dependence on foreign oil is adversely impacting the country's economy and foreign policy. Carter told the Senate Foreign Relations Committee that very little has changed in US energy policy over the last three decades since he was president from 1977-81.
