European Gas Dispute May Trigger Litigation

European leaders on Wednesday issued their strongest condemnation yet of the behavior of Russia and Ukraine in the gas dispute that is now entering its third week. Ukraine normally provides the route for 70%-80% of Russian gas to Europe, but flows have yet to resume after halting over a week ago, leaving parts of Europe without gas supplies and suffering power outages (OD Jan.14,p4).
