US independent refiner Tesoro has had its Anacortes, Washington, refinery shut since April after a fatal explosion. Its plant in Man- dan, North Dakota, was shuttered due to planned maintenance work. And its refinery in Los Angeles also suffered from periodic outages due to infrastructure problems.
