While the details of climate legislation remain the subject of debate in Congress, expectations are that the final bill will include a provision for a carbon cap-and-trade mechanism.Some evidence government policy will seek to cap carbon emissions and enable the trade of carbon credits among emitters and financial institutions exists in that these groups already have set a keen eye on a carbon market.
