For all Angola’s improved reporting on oil production and signature bonuses from oil companies in recent years, erratic accounting is still causing headaches in international financial circles, judging by a new International Monetary Fund (IMF) report which found an astonishing hole of somewhere between $25 billion and $32 billion in Luanda’s accounts for the years 2007-10.
