Since the buck stops at Max Ruelokke's desk, it is there that my criticism will start. For several years now, Ruelokke, as chairman of the Canada-Newfoundland and Labrador Offshore Petroleum Board (C-NLOPB), has shown signs that he carries an attitude toward the Newfoundland and Labrador government that is cavalier at best, disrespectful at worst. Or could he be illustrating something just as worri- some-simple incompetence?
