We have met the enemy, and it is us. It seems the greatest barrier to a Canadian national energy strategy is Canada itself-at least according to some oil industry leaders speaking at the Canadian Energy Research Institute's 2011 Oil Conference in Calgary. "Each of our provinces and territories has quite a different energy economy," says George Eynon, board member at the Energy Resources Conservation Board. "There's a predominance of hydropower in British Columbia and Quebec, of nuclear and coal power in Ontario. Trying to get a national energy strategy is difficult in part because [the provinces] each look at their own jurisdiction."
