General Manager Avram Part at the flood control dam in Middlesex, Vt., where Washington Electric Cooperative generates one megawatt of power. The view from the top of the hill is of country roads, villages and farmers' fields--a serene panorama of southwestern Connecticut. Deer graze among the wellheads in the brisk April air. Those wellheads, protruding from the ground like periscopes, are the only indication that this is no ordinary hill, but is in fact a manmade mountain of trash. Below its surface are thousands of tons of garbage, boxes. bottles, broken furniture, plastic containers, grass-clippings--the endless American waste stream in all its variety and volume.
