The Indian summer in all its fury starts only by mid-April or even later. Strangely enough, people start perspiring much early-by late February when the Centre and State budgets are presented. In Mumbai too, the Municipal Corporation presents its budget during that time. The Corporation always has a deficit budget however huge the revenue collections are! And, it is quite natural also. Where are funds to meet planned expenditure when most of the funds are spent on administrative expenses?
