Canada’s Pacific Rubiales and Russia’s Gazprom have signed an interim agree-ment to negotiate a five-year sale and purchase agreement for around 0.5mn t/ yr of LNG on a fob Colombia basis start-ing in the second quarter of 2015. Brazil’s state-controlled Petrobras is crafting a new mechanism that would narrow a wide gap between domestic and interna-tional fuel prices that regularly cuts into the company’s profits. The firm has long sought to raise local gasoline and die-sel prices closer to international levels, but the federal government rarely allows domestic price hikes because it wants to keep inflation in check. Rising fuel demand and the depreciating local cur-rency mean the cost to Petrobras of importing fuel and then reselling it at con-trolled prices rocketed in the third quarter.
