IN A CHANGING NHS, where the emphasis of healthcare provision is increasingly on patient choice, organisations must offer services of proven quality that are the preferred options of patients.These organisations must continue to be remunerated through Payment by Results to ensure that they remain financially viable, but this change in emphasis suggests that the quality of health care is now as important as financial solvency (Davies 2005). This view is supported by the Healthcare Commission, whose annual health checks examine and measure NHS trusts for both quality and use of resources.
