Effect of non-perturbative QCD in the nucleon structure function is discussed based on our recent works to obtain a universal mass scale in non-perturbative effect of QCD through a fit to the structure functions in a wide kinematic range including the region at small x and at large x in all Q(2). The physical consequences are then discussed in relation to the nuclear EMC-effect at small x as well as to the local duality with pomerons in hadron dynamics. [References: 18]
