What really is 'Smart from the Start'?

Under the Bureau of Ocean Energy Management's "Smart from the Start" program, a consortium of three downstate New York power companies was able unilaterally to nominate an area just offshore of Long Island for a wind farm. Just by nominating this area, the company triggered BOEM to initiate a solicitation that led to two other wind-energy companies placing bids to site projects there.On May 28 this year, BOEM issued a Call for Information that served two main purposes. First, parties interested in obtaining wind leases were to submit their own nominations for projects within the area. Second, and important for the fishing industry, existing ocean users were offered the chance to explain their interests there. Comments to the Call were due July 14.
