China has been frequently damaged by big ?oods and suffered from ?ood hazards, especially in its modern cities. The cities of China have experienced rapid expansion and urbanization since China’s economic reform in 1978. Population increase owing to the relocation of agricultural population to the central city and the ever-enlarging urban area triggered the rapid growth of urban centers (Qiu 2010). These have been resulted by urbanization which has profoundly transformed the spatial pattern of urban land uses and landscapes (Qi and Zhang 2011; Zheng and Qi 2011) during the past ?ve decades which cause a steady increase in ?ood disasters in China.
