California Carbon Controls Seen Raising Costs for Gas End-Users

California regulators have given final approval to a market-based system of carbon controls, after more than five years of debate, several lawsuits and a failed ballot referendum that tried to dismantle the plan. When natural gas distributors and large-scale consumers are required to purchase tradable emission allowances under the policy, sources tell Natural Gas Week that this will erode the economics of gas as an electricity dispatch choice.
