Pennsylvania Gov. Tom Wolf appeared increasingly frustrated last week after wrangling over a natural gas tax and other issues that left the nation's second-biggest gas producing state to confront another week without an operating budget. Wolf, a Democrat who took office in January, is proposing a 5% severance tax on the value of gas produced, plus another 4.7 cents per thousand cubic feet of output. The tax proposal was a key element of his successful campaign last year (NGW Mar.16'15). To win broad support for the measure, he tied it to education funding, a critical concern in the state after years of spending cuts.
