The Obama administration plans to impose new taxes on oil and natural gas producers to help pay for alternative energy,according to a 2010 budget outline released by the White House last week.The president's plans,which will be presented as a more detailed federal budget proposal in April,would authorize the Department of Interior to levy a new excise tax on offshore oil and gas production in the Gulf of Mexico.
