Rep.Henry Waxman(D-California)succeeded last week in ousting Rep.John Dingell(D-Mchigan)as chairman of the House Energy and Commerce Committee.The House Democ-raticCaucus voted by secret ballot to replace Dingell with Wax-man,who is currently chairman of the House oversight committee.The unofficial vote count was 137-122.The result signals the rise of the liberal wing of the Democratic Party in energy and climate change policy.It also strengthens House Speaker Nancy Pelosi(D-California),who has been consolidating power in the lower chamber around her allies.
