The House Appropriations Committee left a controversial rider attached to a $35.4 billion spending bill on Wednesday that would prevent the Obama administration from expanding the scope of the Clean Water Act (CWA), a move that Democrats warned could trigger a presidential veto. Shortly after the committee voted to pass the FY2016 Energy and Water Development and Related Agencies Appropriations Bill, a White House official blasted the panel for passing a bill that “includes a range of highly problematic ideological riders.” The bill now moves to the House floor for consideration.
