Russian oil pipeline monopoly Transneft has hailed the completion of all construction and fine-tuning of the Baltic Pipeline System-2 (BPS-2) line, but sources doubt this improves the chances of a timely launch for the new crude oil export terminal at the Baltic port of Ust-Luga. According to Transneft port-load- ing schedules for November, ship- ments from Ust-Luga, the endpoint of the BPS-2 pipeline, are scheduled to start on Nov. 30, when state-controlled Rosneft is set to load one 100,000 metric ton cargo from the outlet.
