Agricultural policy. Can old debts be paid back?

Data (1990-96) are presented of 211 German agricultural cooperatives of which 124 had outstanding debts. It is concluded that even with very optimistic development of profitability, only 20% of indebted cooperatives (with a debt of less than 1 million DM in 1995/96) would be able to repay in acceptable payment periods without devastating economic consequences.
