It is no secret that on August 3, 2015, the Environmental Protection Agency (EPA) released its final rule for reducing power plant carbon emissions under Section 111 (d) of the Clean Air Act. This rule, the "Clean Power Plan" (CPP), has given rise to endless discussion, multiple lawsuits or threats of lawsuits by states, and a whole cottage industry of experts and compliance analysts. The rule generally can be expected to be a big deal for a long time.
