Pipeline Operational Factors and Constraints

Neither NAESB nor FERC should tackle the operations of a pipeline and how it addresses constraints. These processes are very pipeline-specific and are in place to maintain the operational integrity of the system. The NAESB standards already contain a process for notifications of cuts and bumps.
