In the 1970s and '80s,public service announcements were tar geted at children using the tag line of knowledge is power" as a way to encourage children to learn and read.The same tag line could now be applied to the wholesale electric power industry,where knowledge is critical for regulators,utilities,power plant developers,and wholesale customers.However,the level of information available to these parties differs drastically,depending on the market structure in which diey operate.
