New cargo securement rules may have been called "North American" since they were first introduced in the U.S. a year ago, but this is actually the year that the standards will take on a truly international flair. After more than a decade of negotiations and research, Canada's provinces are now taking the final steps to introducing their versions of the new standards - even though most of them will be at least a month later than expected. Ontario and Newfoundland introduced their changes on Jan, 1, several other provinces are expected to have them in place by February, and Quebec is in the midst of a comment period that's part of its rulemaking process, and will probably have its standards in place by March, says John Pearson of Canada's Council of Ministers and Deputy Ministers.
