One of the biggest challenges for the scrap metal industry in 2005 was preparing to meet the targets of the End-of-Life Vehicles Directive that are due from 1 January 2006. This means that processors of vehicles that are no longer usable have to recover 85 percent of the weight of the vehicle. And by 2015 this rises to 95 percent. One of the big issues as part of the industry's preparation was the problem of illegal operators. With the Environment Agency (EA) requiring yards to invest to become approved treatment facilities (ATFs) to comply with the regulations, some yards decided to continue to flout the lawby operating without the required equipment and facilities that met the necessary standards.
