Is HSE wide of the mark over kerbside collection criticism?

A recent Health and Safety Executive (HSE) report questioning the use of non-wheeled containers for collecting recyclables has caused a large degree of debate. The document, Manual Handling in Kerbside Collection and Sorting of Recyclables, suggested that operatives are at risk from suffering musculo-skeletal disorders when lifting heavy weights. But while various companies lambasted the organisation for questioning a practice that they believe has been the backbone of the UK recycling industry for the past 13 years, the HSE responded by saying that the wellbeing of individuals is its main concern.
