The Russian rail authority RZhD is facing a dramatic shortage of rolling stock and will not meet its May transportation targets, an RZhD official said Wednesday, with transport through the Ukraine hit hardest. This is because the rail cars are being kept in other CIS states because of slow unloading and servicing and are not being returned on time. Although this has been happening for some time now the problem has recently worsened. RZhD's top management held a meeting on Wednesday to deal with the crisis, at which RZhD's head Vladimir Yakunin said that the May targets were not going to be met because of the shortage of railway cars.
